 over new content rules

Global Tech giants like Facebook, Twitter, and Google have threatened to exit Pakistan over the new censorship laws that provide the media regulators with enhanced powers to censor content online.

Global tech giants Google, Facebook & Twitter among others have banded together and are threatening to leave Pakistan over the country’s latest censorship laws. The government of Prime Minister Imran Khan has granted enhanced powers to Pakistan media regulators.

Under the new regulations, social media companies or internet service providers face a fine of up to USD 3.14 million for failure to curb the sharing of content deemed to be defamatory of Islam, promoting terrorism, hate speech, pornography or any content viewed as endangering national security.

The Asia Internet Coalition (AIC) a grouping of the major tech giants like Facebook, Twitter, Apple, Amazon, Google, LinkedIn, SAP, Yahoo, Airbnb, booking.com The AIC threatened their retreat after Islamabad granted enhanced powers to government media regulators. Critics say the move was aimed at curtailing freedom of expression in the conservative Islamic nation.

The coalition said it was “alarmed by the scope of Pakistan’s new law targeting internet companies, as well as the government’s opaque process by which these rules were developed”. Previously, Pakistan Prime Minister Imran Khan granted the Pakistan Telecommunication Authority the power to remove and block digital content that “harms, intimidates or excites disaffection toward the government” or in other ways hurts the “integrity, security, and defence of Pakistan”.

Social media companies are required to provide Pakistan's designated investigation agency “with any information or data is decrypted, readable and comprehensible format," according to Pakistan's DAWN newspaper. Pakistan also wants social media companies to have their offices in the country.

The coalition said the “draconian data localisation requirements will damage the ability of people to access a free and open internet and shut Pakistan's digital economy off from the rest of the world." It said the new rules will make it difficult for its members “to make their services available to Pakistani users and businesses."

4-Tamil Nadu bans online games and apps that allow betting

Against the backdrop of a rise in the number of suicides by gamers, who allegedly lost their money in online gaming, the Tamil Nadu Governor, Banwarilal Purohit has signed an ordinance on Friday 20th November to "ban online gaming" involving betting.

While online betting has not been made illegal per se in India, there are many grey areas in the issue that the Supreme Court is also looking into. Meanwhile, the government of Tamil Nadu has introduced an ordinance to “ban online gaming” involving betting. According to the official press release this step has been taken after suicides by people who allegedly lost money in online games especially “youngsters”. Any violation of this ordinance would attract both fine and imprisonment, ranging up to two years.

The ordinance has provisions for, “Banning the persons who are wagering or betting in cyberspace using computers or communication devices or resources.

“The people who are found gaming will be punished with a fine amount of Rs. 5,000/- and six months imprisonment.” The ordinance further goes on to ban “electronic transfer of funds” used for wagering or betting, distribute the winnings, prize money”.

The ordinance was passed by Governor Banwarilal Purohit on Friday after it received the proposal from the stemmata government. This comes weeks after the state government informed the Madurai Bench of the Madras High Court that it was actively considering banning online games.

It is worth noting that neighbouring state Andhra Pradesh had also recently banned online gaming. Union Territory Puducherry has also written to the Centre seeking a similar action on such activities after the recent suicide case. Three people died of suicide in Coimbatore this month after suffering a heavy financial loss in the online rummy game.

5-YouTube to Run Ads On Some Creators' Videos Without Sharing

Revenue

YouTube has updated its Terms of Service allowing it to run more ads without sharing the portion with creators.

According to the updated YouTube Terms of Service applicable from November 18, 2020, YouTube will be able to run more ads on some creator's videos. But it will not share the portion of the generated revenue with the creators. This is because these small creators are not big enough to get enrolled in the Partner Program.

In the updated terms of service, YouTube stated that it will now play ads on the content of smaller creators without signing them up for YouTube’s Monetization program also known as a Partner program. Before this, YouTube used to run ads only on those creators who were members of the YouTube Partner Program. And these were only large creators having a set threshold of high subscriber count and watch hours.

To become a member of the YouTube Partner Program and thus, monetise your channel, a creator should have a minimum of 4,000 public watch hours and 1000 subscribers over the past 12 months.

Advertising is a big earner for YouTube and its parent company, Alphabet. A huge chunk of revenue is generated from the ads themselves. In the last quarter, Google generated around $5 billion in ads. Creators also rely on ad revenue to get their cut. Now, YouTube will be able to run more ads on its platform without sharing the revenue with several content creators in the process. Several creators have kept their channel ad-free on purpose. However, with these new changes, YouTube will run ads and will hamper the ad-free experience the creator wants to provide to its audience.
